| Announcement No. 85 of Ministry of Commerce and General Administration of the Customs Promulgating Catalogue of Commodities Subject to Export License in 2006 |

| Catalogue of Commodities Subject to Export License in 2006 (see Appendix 1) is hereby promulgated in accordance with Foreign Trade Law of the People’s Republic of China and Management Regulations for Commodity Import & Export of the People’s Republic of China and relative issues are announced as follows: |
根据《中华人民共和国对外贸易法》和《中华人民共和国货物进出口管理条例》，现发布《2006年出口许可证管理货物目录》（见附件1），并就有关问题公告如下： |
| 1. There are 46 commodities subject to export license in 2006 (312 HS codes of 8 places). They are separately subject to export quota license, tender of export quota and export license. |
一、2006年实行出口许可证管理的46种货物(312个8位HS编码)，分别实行出口配额许可证、出口配额招标和出口许可证管理。 |
| (1) Commodities subject to export quota license are: corn, rice, wheat, cotton, wood products, live ox (to Hong Kong and Macau), live pig (to Hong Kong and Macau), live chicken (to Hong Kong and Macau), natural silk and its products, coal, coke, crude oil, finished oil, rare-earth metal, antimony oxide ore, antimony (including antimony alloy) and antimony products, antimony oxide, tungsten ore, Ammonium Paratungstate, Ammonium metatungstate, Tungsten Trioxide and Blue Tungsten Oxide, Tungstic acid and salt, tungsten powder and its products, Zinc ores, Tin ores, tin and tin-base alloy, and white silver. |
（一）实行出口配额许可证管理的货物是：玉米、大米、小麦、棉花、锯材、活牛（对港澳）、活猪（对港澳）、活鸡（对港澳）、蚕丝类、煤炭、焦炭、原油、成品油、稀土、锑砂、锑（包括锑合金）及锑制品、氧化锑、钨砂、仲钨酸铵及偏钨酸铵、三氧化钨及蓝色氧化钨、钨酸及其盐类、钨粉及其制品、锌矿砂、锡矿砂、锡及锡基合金、白银。 |
| (2) Commodities subject to tender of export quota are: Iris and its products, Silicon carbide, Fluorite Block (powder), talc lumps (powder), Light-burned (dead burned) magnesia, alumina, licorice root and its products. |
（二）实行出口配额招标的货物是：蔺草及蔺草制品、碳化硅、氟石块（粉）、滑石块（粉）、轻（重）烧镁、矾土、甘草及甘草制品。 |
| (3) Commodities subject to export license are: live ox (to the market outside Hong Kong and Macau), live pig (to the market outside Hong Kong and Macau), live chicken (to the market outside Hong Kong and Macau), beef, pork, chicken, ozone depleting substance, controlled chemicals, chemicals liable to producing drugs, paraffin wax, platinum (export in the form of processing trade), zine and zine-base alloy, electronic computer, electric fan, bicycle, motorcycle (including all terrain vehicle) and its engine and frame. Among them, controlled chemicals and chemicals liable to producing drugs will be subject to export & export license for dual-purpose biological products and technique, and will be managed in accordance with new measures after the promulgation of Measures on Management of Import & Export License for Dual-purpose Biological Products and Technique. |
（三）实行出口许可证管理的货物是：活牛（对港澳以外市场）、活猪（对港澳以外市场）、活鸡（对港澳以外市场）、牛肉、猪肉、鸡肉、消耗臭氧层物质、监控化学品、易制毒化学品、石蜡、铂金（以加工贸易方式出口）、锌及锌基合金、电子计算机、电风扇、自行车、摩托车（含全地形车）及其发动机、车架。其中监控化学品、易制毒化学品在2006年将实行两用物项和技术进出口许可证管理，《两用物项和技术进出口许可证管理办法》颁布后，按新办法执行。 |
| 2. Except the live ox, live pig and live chicken exported to Hong Kong and Macau are subject to country (region) quota license under global license, other exported commodities listed in the catalogue of commodities under export license are subject to global export license. |
二、除对港澳出口的活牛、活猪、活鸡实行全球许可证下的国别（地区）配额许可证管理外，其他出口许可证管理货物目录所列出口货物均实行全球出口许可证管理。 |
